PCGS Won't accept NGC MS70's as cross overs with a minimum MS70 grade

I sent some coins to cross over which included 4 NGC MS70's and received this email (Line 10 is an Iceland Leif Ericson PCI Proof they grade under normal Modern service)

<< <i>Submission # <> has been received but there is a problem with your order. Lines 4-7 need to have a lower minimum grade of 69. We can not determine a grade of 70 without seeing the whole coin. If you do not want to lower the minimum grade, these coins can not go through the process of a crossover. Line 10 needs to go under World Modern Service so we will need additional shipping of $13.60. >>

Dont they have the coin??? I didnt think crossovers were guaranteed at a particular grade coming from another company?? If they are, then technically, I could take all BAG (Back Alley Grading Service) MS-69's (which are actually AU-50) and get them crossed??? What are the specifics on the crossover rules?

They have the coins in NGC holders.

I specified a minimum MS70 grade on the 4 NGC 70's but they say they need to see the edge to give it a 70. So they would have to crack out the coins to do that. They want me to change the minimum grade to 69 so they can do that (and then put it in a 69 holder).

Damn. NGC Is a reputable service by all means. Is it worth them doing that??? What if they come back MS-69... then what are the chances they go back to NGC and grade 70 again??? Its a risk.

Jeremy is correct. This is not a new thing with them.

HRH made that statement awhile ago I think.
I don't think it is out of line for them to want to evaluate a RAW coin themselves before putting their butt on the line (ie....grade guarantee potential) and calling it a MS/PR70.

I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment

There seem to be alot of 70's out there from NGC. They don't bring the same money as a PCGS 70. I don't blame them for this policy.

Hey, if you are so confident they are PCGS 70s, then crack 'em out image

I'm not sure there is any "science" at this level. Who knows, it may have more to do with the barometric pressure in Newport on any given day.
