1995 Proof Set

Can anyone explain the reason why the 1995 proof set is valued for so much?

The mintage number doesnt seem that far off from other years???

The logical explanation is that the people who might have bought the 1995 Proof sets in bulk for long-term inventory bought Atlanta Olympic commemoratives instead.
