When grading an 18th century or early 19th century MS silver coin that has superb luster but is blast white, will the coin be penalized for lack of originality?

It's really hard to say without looking at the coin. I do believe their are some blast white 19th century coins that have been not been dipped. I also believe that there are some that have been so lightly dipped it's hard to tell they have been dipped. When the luster is wash-out to any degree, that's when the deductions occur, depending upon the severity of the luster loss.
