Are the vouchers for submissions good for authentication of TTM or IP signed licensed cards?

Also, you do not need to be a member to submit tickets or licensed cards through the PSA Autographed Card Grading & Authentication service level.
You would use that service level for submitting autographed (licensed cards) where the autograph was obtained in person or if the autographed card was issued through the manufacturer prior to 1998.
Autographed cards dated 1998 to present (direct from the manufacturer) may be sent through any qualifying service level, (based on qty, declared value, etc.) which you do need to have a membership.

Was I imagining things or wasn't there a time that you could submit cards ( this being for non-members) to be graded through some sort of a partnership with EBAY? I still have a copy of the submission form on my putor, having downloaded it long ago.
