Colombia 1 Peso, 1956. "Door Peso". Questions...

Were these extensively counterfeited or restruck?
Krause shows a mintage of 12,000 which is *extremely* low for a modern coin, yet the coin is only valued at $20 in UNC. Typo maybe? (meant 12 million)
Knowing how poor quality control is in Central and South American coinage, was there variance in the weight on these?
I picked one up, and it looks comparable to most on Ebay. BU, but with weak strike on eagle on reverse. Problem is that it comes in about 1/3 gram heavy. Krause says 25.000g, and mine is 25.35g.
