I purchased a 1981 mint set a few years ago and finally opened it. I have 1 SBA from "D" and 2 SBA from "P". Is this how the set comes or did I get an error set?

Should be from each Mint P D S...............................
The 1981 Denver packet should have a D SBA to the right of the Kennedy (with the Kennedy on bottom) and a S SBA on the left. The P is in the Philly packet. The '80 is identical except a little lighter colors on the plastic.
There is only a P and D SBA in the '79 set. The packaging wasn't ready for the SBA in time to include all three.
