Are "bookmarks" also "cards"?

I'm intrigued by what constitutes a trading card and recognize that this question can probably never be answered to everyone's satisfaction. What do people think about Basketball Hall of Fame Bookmarks? Does it matter that these "cards" were intended for a use (bookmark) separate and apart from mere collection, if in fact they were? Does it matter that they were made of paper stock? Does it matter that they were not shaped like traditional cards? Does it matter that they were issued by the Hall of Fame, rather than a more traditional business enterprise? Thanks in advance for your thoughts. Mark
