The raised, nearly vertical lines passing through the T of CENT appear to be scrape marks on the reverse die, probably caused by a feed finger scraping aross the die face. The horizontal lines below the Memorial may be due to a thin accumulation of oil or some other smooth, viscous substance. This substance has no texture of its own but, instead, preserves the original texture of the planchet surface, which is marked by fine streaks on copper-plated zinc cents.

The near horizontal lines (rising slightly as you go left to right) seen below the Memorial, through the weak area on the building above and to the right of the statue, and in the field and through BUS and OF, are planchet striations from the rolling out of the zinc stock. The strike in those areas was not strong enough to flatten and wipe them out.
idk if you noticed this but that penny has some douibling on the reverse. look closely and you might be able to see it. it is around all of the main lettering.

just my 2 cents but i do electroplating for a living and if that was gas/air bubbles under the plating the copper would surely peel away from the zinc. ever see the plating peel on a penny? it would be more likely what condor101 said. its in the metal before plating. i have found these marks in 2005 & 2006 cents `cause i look at too many too
