Delivery Confirmation refunds

I was looking around the USPS website for some informationr regarding delivery confirmations and came across this in their FAQ section. The second paragraph is interesting if you want to take the effort to recover a few cents.
My Delivery ConfirmationTM package arrived, but no delivery information is available
The absence of a delivery scan on a mail piece does not necessarily indicate that the item was not delivered. It is possible the piece was delivered but the scan was not captured. Contact the recipient to confirm delivery of this item.
If there are no delivery scans in our system, and you know your package has been delivered, you can request a refund for the Delivery ConfirmationTM fee (but not the postage). A refund of the service fee can be requested if delivery information is not available 30 days from the date of mailing. The Postal Service™ determines eligibility for a service failure refund.
You may apply for a refund of the Delivery Confirmation service fee on a PS Form 3533, Application and Voucher for Refund of Postage and Fees. Submit it in duplicate to your local Post OfficeTM, along with evidence of postage and mailing.
