Does this look 64?

this seems to me to be overgraded two points if not three points off...1903-s NGC64

Pics are WAY overexposed, hard to tell...2-3 points under or over?

It seems to be no worse than an MS63 to me and even the 64 grade doesn't seem absurd.

I wouldn't use a Heritage picture as the basis for forming an opinion about the grade. I'd be very surprised if a condition rarity like 1903-S would be significantly overgraded, though. Usually that only happens to the common stuff, and condition rarities are often (if not usually) considerably undergraded.

[Edit to add: This coin, despite my admonitions about using Heritage pics to assess the coin, looks clearly better than 62 to me. If you held a gun to my head and told me to grade it anyway, IMO 64 is about right.]

    Looks very 64ish to me.
    When in doubt, don't.

the scratch running from the neck well into the cheek would seem to me to limit it to a 62. Perhaps as is well noted witht he Heritage pictures of late, I shouldn't be trying to grade from a picture. Maybe the scratch is not as severe as it looks in the pic....perhaps I am just getting fussier image and want my 64's to have a clean cheek

Then don't until you have seen the coin in hand! You're title leads me to think that PCGS NEVER has overgraded a coin!image
It is not exactly cheating, I prefer to consider it creative problem solving!!!

Coin looks fine as a 64, in fact if not for the hit on the obverse would most likely grade higher.

The reverse looks 66. However, the long scratch (?) across Miss Liberty is pretty serious. This is a tough coin to grade.

hmm... In my opinion it would not slab with pcgs due to the large scratch, it will certainly be hard to sell for ms64 dollars even though it is otherwise nice and a rare coin

There's the long gash in Liberty's neck,
Several scratches on her cheek and neck,
Some trouble with the fields at 9 and 10 oclock.

On the reverse, there's a hit on the eagle's right leg, and the N in "UNITED", the second "A" in "AMERICA" and the star between "AMERICA" and "DOLLAR" have sustained hits.

It might seem like I'm being too picky, but when a company tries to hide a coin's inperfections, they should count for more.
If you haven't noticed, I'm single and miserable and I've got four albums of bitching about it that I would offer as proof.

<<There's the long gash..>> This gash should have limited the coins grade to ms60, even with the nice clean surfaces.. image

Looks fine except for that one long scratch. Most of the other disturbances appear to me as toning. It is borderline, but MS64 is fair enough. It's a coin I would bid and buy only if I could examine it personally though. Excellent date to find above choice.
