Strike 2: Annoyed-sounding, voluminous paying instructions, seem like trying to create an air of legitimacy.
Foul-tip: Powerseller but alot of transactions under the ID.
Fould tip held on to by the catcher. Id avoid it categorically.

Based on the number of cleaned, polished, fake, and not delivered items by this seller, they would scare me.
The seller claims they may not be able to tell a polished coin, but have no problem determining fakes. Hmmm. Not likely.

that's odd, the top part of the feedback says 4 neg, but obviously way more than that.

It's one thing to argue over $5 postage but that's not the case here.
First time I've seen a seller photograph the reverse upside down to highlight the slab holograms rather than the coin. At least they are consistent. This might be a case of trying too hard to appear legit.
Or maybe it's just the way they do it in Taiwan.
