My guess would be from grease on the dies lifting off on the coin causing it not to tone in certain areas.

I agree, however, I believe NGC is more likely to let it slide... in an NGC holder, the core would hide the ding a bit better, while it's a bit more open in a PCGS slab

This is what has slowed down grading . . . . they have to send the coin through digital imaging to see if it has appeared here and what the Forum consensus was. Another step = slower turnaround.
All AH Kennedys now are screened at PCGS against Russ's opinions. If I collected AH or cameo Kennedys . . . I'd be sending Russ a cheesecake or tix to a major league game at my earliest convenience.
