Question about a voucher

Two of my cards i sent in were too think to be graded. Today i received a voucher and here's what it says:

entitles me to submit 2 cards to psa for the "marketing specials" grading service

what does the mean and what does this include

    I would assume two cards on whatever the Set Registry or Collectors Club special is at the time you submit. I think the current specials are $13/5-day and $8 for pre-'53 commons.

    Based on my experience, you have to submit cards that would have qualified for the special under which you originally submitted. I sent in a large sub about November 2004 for a '72 & Up $5 Special. Two '70's cards were deemed undersized and I got a voucher for two cards marked "Monthly Marketing Special". I tried sending in two 60's cards under a $12 Special a couple months later, and my entire order of maybe 30 cards got held up because of this. The thing is, that I called PSA before submitting the order and was told what I was doing was ok. I talked to probably five different folks after my order sat for several weeks, and was told this is a no-no.

    If you want to be certain, I'd call to get an answer, and make sure to get the full name of the person you spoke with.
