Question about a certified coin

Ok, Im a rookie when it comes to grading, and I listened when people said buy the coin, not the plastic. Just make sure the coin is in the plastic, right?
Anyway, I just received 5 coins, all the same coins, all were advertised as MS 67 PL, all were slabbed by NGC. As I looked them over, I noticed that 2 had little marks, not terrible, but hey they arent MS 70, so expect something, and 2 didnt have any obvious markings, and the last one has what looks like fingernail marks as if someone was trying to rub off something. These are all graded and slabbed. Would marks like I described be a non-grading issue?
I sent the seller an email asking if I could exchange the one really obvious problem coin, he said ok, but I have to pay shipping--I can live with that, but I am more concerned with how did this coin ever get through NGC with this marking, so ovious that my 8 year old said, yuck, ugly marks. ??

also, maybe the dealer was knowingly dumping dogs on fleabay?
