I can't find another tribute coin like this one. Date?

Does anyone know anything about this coin?

    Hard times token.
We are like children who look at print and see a serpent in the last letter but one, and a sword in the last.

  • What are the "Low" numbers that are associated with these coins mean?

The first comprehensive cataloging of the Hard Times tokens was done by Lyman Low in 1899. His cataloging system, using Low numbers remained the standard until Russell Rulau (sp) add several more tokens and medals to the series and re-did the catalog in I believe the early 80's using Rulau numbers which later became the HT numbers.
