What makes a 1878 7/8 Tail Feathers "Strong" versus "weak" when PCGS grades these things?

IS it the amount of feathers that can be seen under the tail like 3 or is it the strike?

    It has been customary to consider the dividing line between Strong and Weak to be the number of tail feathers showing. Four and more is considered to be Strong and three or less is considered to be Weak. This has nothing to do with the strike!
