Just picked up this beauty. Aside from the luster dropping off both sides of my new best friend, check out the clashing. You can make out the letters of EPU as well as the ribbon above the date. I know some here have said that the 1820/19 is their favorite O/D bustie, but I always thought the 1817/3 was right up there.
Some coins are just plain "Interesting"

this is one of my favorite overdates in the series, so obviously no attempt made to disguise the underlying digit and so far apart! (4 years!)

The 1817/3 is my favorite overdate. It is soooo easy to see the 3 without a lens, even on very low grades.
Extensive clashing is usually present, much as it is on your pictured coin. On the reverse, there generally is a crack through ME and around clockwise just past the first olive leaves to rim. This makes the a-variety. I believe the a-variety is much more common than the prime without this reverse crack.
On the obverse there are several pronounced die lumps. One is at one o'clock between the cap and rim above star 8, another below bottom star 13 on the right. The lumps are present on the majority of 1817/3s.
Contrary to what others have recommended, I would definitely submit this coin to PCGS/NGC. You have quite a bit of money in this coin.

Edit to add, but I do respect you for your knowledge on these Bust halves, and I truly mean that.

So long as the coin has no problems not shown in the pictures, I think NGC would normally grade this XF45, and PCGS would say XF40.
Edited to add: If there is no luster, the grades could drop by 5 points. Even an NGC XF40 1817/3 is a hard coin to find.
