Uh-Oh... High Grade Kennedys Graded Wrong?

A 68-70 coin should have a good strike, and a 69+ should have a near perfect strike. I noticed that it is common for Kennedy Halves to lose 1-2 hairs near the R in LIBERTY. The other hairs are kept, but these 1-2 strands are not apparent on all the strikes. Wouldn't this actually count as an imperfection in the strike? I also was unsure as to what would cause this, would it be wear on the die, or rather the die was like this to begin with? Maybe Kennedy just wanted a haircut, who knows?
