I guess I ought to say it... there are many culprits which make this coin price so high...
1. The mints decision change the way they make mint state coins and how they move them around, taking away the cloth bags and replacing with large bins makes higher grade coins harder to find.
2. The mints decision to make all mint sets special mint sets took a majority of higher grade mint state coins away.
3. And probably the most significant... PCGS's decision to annotate all 2005 coins as SMS, no matter if they were mint state or special mint set coins.
4. The fact that either mint state coins or special mint set coins can be placed in the registry hurts these prices, however.
Equals... fewer mint state graded coins in PCGS holders... the plastic is actually much more rare than the coin it seems.
By the way... I wouldn't pay that amount of money for the coin in question, and you missed the other one... a MS66 Buffalo... listed HERE for $380.
Finally, as I've screamed around here without anyone caring... the mint state PCGS Bison's and Western Waters are rare due to the reasons I stated above... will I buy one at that price... nope... but, I can't make my own anymore either, and that really sucks.

I had someone give me a Philly Bison that they received in change. It was really nice so I sent it in to PCGS. Came back a 64 as well. I later bought a PCGS 65 on eBay to replace it in my collection. The 65 wasn't as nice as my 64. Many more contact marks & it had rinse marks as well. I put it back on eBay & sold it for a slight profit. At least I know mine is a true business strike (and actually circulated at least once from the roll in a register drawer to my friend).
