As a very, very gross generalization, yes, especially at higher grades and higher price points. Often, cracking the coin from the holder will improve your chance for success, but this will also increase your risk.

I agree even without the "very very." I think you'll find that most people crack the coins out of their NGC slabs before submitting them to PCGS.

If I get a NGC key date or semi-key date coin to cross at PCGS, would this coin have a decent chance at also upgrading on a subsequent submission at PCGS?
I believe PCGS rarely (if ever) crosses AND upgrades on the SAME submission.
PCGS crosses, in my understanding, ONLY TPG coins that are in the top 10% for the grade. Is this correct?
How hard would it be to get a MS64 to go 65, if PCGS crossed it from a NGC slab (at same grade MS64) and it is a key or semi-key date?
I have never had a coin fail to cross from NGC to PCGS at the same grade. Only had one DNC, but they graded it the same next time through. I am 0-1 going from PCGS to NGC.

Key date or not, what difference should it make... none. The coin itself should or should not cross based on its' own attributes. Not whether it's a key date or a common date.

I am referring to coins going from NGC slabs into PCGS slabs at the same grade, NOT the reverse.
Sorry, if you misunderstood.
Lower grade stuff from ANACS is 2 for 2
