is this toning or hazing?

I was given several modern commemoratives when my father passed. Unfortunately he didn't store them well and some coins ahve some hazing problems. This coin looked a little different though. It is in a 1994 silver prestige set and has some strange coloring along the top "liberty" Is this hazing or toning?
