I got one of these in change the other day....Carlos Zambrano from Chicago White Sox #38.

Any value to these quarters or are they just promotional junk?

Anyone ever come across one of these?

no... but i once heard of ball player's images(or pictures if you will) being imprinted on a paper like material aproximately 2"x 4"
rectangular....reported to be a trade-able card like medium....................................some say they have value...

i can neither confirm or deny the actual existence of said (cards?)...or value ...if any.

personally i believe it to be an urban legend.

No, but I bought 3 quarters with painted images for Bret Favre, Peyton Manning, and Ben Rothlisberger. They are licensed by the NFL and produced by Merrick Mint. I'll bet they have baseball players too. "Link"
