Is this really a proof?

I was considering sniping at this , but something isn't right. Is it a proof? It seems off-center for a proof. If it is real, why so cheap?
I collect circulated U.S. silver

    It looks like it might be severely pitted around stars eleven and twelve. I would stay away from a coin like this.

    I would stay away as well, something does not look right about that coin... Were many 'cents' fakes made for this date?
