Strange, I would have said 100% lightly polished.
Edited to add: Although looking at the fields you can see die flow lines that would have been obliterated in order to achieve a shine that this coin exibits. I guess its an anomaly, cause it doesnt look like it is a natural brilliance as struck.

From the pics is looks polished, but since you cracked it out I would say 63/64.

It certainly looks polished in your pictures. Since you said PCGS old holder, I will guess it is MS63, and dipped.
I collect Capped Bust series by variety in PCGS AU/MS grades.

These are notrioriously crappy coins, and this polish job is no exception IMO.

If that coin was slabbed, it was a 64 maybe 65. Assuming it wasn;t cleaned, the luster is great. Not normally found on Sequi's.
