I've never really paid any attention to it, but as I think about it, it seems that most commems that stand out in my mind are in NGCs.

I've noticed that NGC pops are usually more on the higher graded ones---BigE

NGC seems to grade more liberal for outstanding toning.
There once was a place called

    Good stuff to know. Thanks.
There's a couple of commems that I like and am thinking about pourchasing.

I haven't seen enough to name a trend, but I've seen dogs in both holders & great coins in both. Assess the coins...

From my experience, the answer depends on the issue you are comparing. I happen to think NGC does a better job keeping banged-up ARKS out of 66 holders than PCGS for example. On the other hand, PCGS seems to to be much better (and tighter) with grading Wash-Carvers. As much as I love NGC coins and have many color ones, I am much more critical when buying their 67's in any issue as I often can't see why some of their Grants, Columbians, and Lynchburgs and Oregons have made it to 67 or 68 holders.

You have to compare quite a few coins of the same issue and arrive at your own conclusions about who is doing a job that is more consistent with your own grading standards.

    Awesome info!

I'm interested in the Texas and Antietam commems.

I agree with most of what's already been posted. You really have to look at the coin and arrive at the correct grade based on your knowledge and experience. If either of those are lacking, let me know. I can provide several recommendations of outstanding Dealers who specialize in Classic Commem'simage

Here's my one and only Texas in NGC MS65:

  • Now see I like that. The reverse is kinda liquidy looking, and it jumps out at you, almost 3-D style.

I think PCGS and NGC are pretty even grading Antietams in MS66, my preferred grade for this issue.

For the Texas issue I think PCGS is usually more conservative than NGC, again in the MS66 grade.

Grab a bluesheet and compare PCGS and NGC prices for any issue you are considering for purchase. Likely the pop numbers in the same grade and higher should give you a good idea of which grading service is more conservative.
I collect Capped Bust series by variety in PCGS AU/MS grades.
