What's the deal on bulk PCGS submissions?

I believe I've read on the US forum that if you submit say 100 or more of the same date/mm denomination you get a favorable rate instead of paying the going rate. True?

I think you get to do (4) different date/mm coins that total 100 or more.
You also have to state a minimum grade and you only pay for the ones that make it and get slabbed. What you
end up paying depends on the number of coins you slab AND what grade they get?! (I think)
