I think that it is NT. Mainly because the toning is different shades on both sides. I would be afraid of it, however, because toning has become the tail that wags the dog and seems to be driving the market for commemoratives. Because of that there are "doctors" out there willing to "give" the collector what he wants. There's a day of reckoning coming for some of those wildly toned coins.

Ebay seller Jetproofs has an Albany with very similar blue toning, although on opposite sides. Sorry, don`t know how to link. I`ve never seen one before these 2.
a.t. or n.t. I could not say . I do how ever like the look & if you could get it for 250 not a bad deal ,besides if proved a.t. ngc. will fix it?So for myself I would consider this coin market acceptible.
Most tab toned Albanys are toned bronze, sometimes with deeper tabs, and a few rare coins have the yellow-green-red centers that you see on some high grade coins. I have never seen this color on an Albany and immediately thought it was AT when I saw it on ebay.

Thats my take on it anyway
It's an unusual albeit pretty color that is not often found.
I have seen blue toning on Alabamas before, but this Albany looks different.
