Guess the 78CC grade, and how will it X-over?

Here is a 78cc. I know the CC’s get a little break on the grade. I only have a couple of common dates to grade from and using them this coin is a low 4. But what do I know, it’s not what I collect. It does have a planchet flaw, mainly white with faint gold tone. The mark on the cheek is exaggerated and not as visible in hand.

It looks like a 64 IMO but the stuff in the obv field in front of the portrant might limit her to 63.

MS63 and it might cross. Depends on whether that is a stain on the lower left obverse. I had a tough rarity not cross recently enough for that reason.
