Grade:Artificial Color?

A guy on ebay has a 1921 Peace that he says came back to him as a MS63. I looked up the certification number 60222686 he gave. This returns
Grade:Artificial Color . So this says to me it is not a MS63 and was bagged? Am I correct? He has no image of the coin in a slab.
