File a claim through PAYPAL

When a buyer files a claim through Paypal, and is ruled in their favor...will they be re-embursed the total amount of the Paypal transaction (which includes S&H) or just the amount of the winning bid (S&H not included)?

I could not find any specifics on Paypal site.
I collect Seattle Pilots autographs, 1969 Topps autographs, Signed Mickey Mantle Home Run History cards and have a JC Martin collection (he was my college Baseball coach)

    It would be the full amount of the original PP tranaction. If you incurr any additional expenses such as S&H for the returning the item back to the seller, that would not be included.

    I think the buyer and seller have to agree on a total. If they cant, the paypal rep probably makes a decision based on the facts of the dispute. It can probably go either way and is unique to each case.

    When I went after the guy who sold me the tampered Orr rookie, PP gave me the option to select the amount I wanted to recover. The maximum I could claim was the total amount of the original transaction (the seller had no voice in it), which did included S&H.

    How many days do you have from purchase date to file a claim for items not as described?

    To file with the Ebay Buyer Protection Plan, it is 60 days after purchase.

    Would you guys advise a buyer like me to get a paypal account just for the protection? I know there is a convenience of paying instantly that makes a paypal account desireable, but I am just talking about buyer protection.

    Also, if a case is filed with paypal and the buyer wins, does the money get taken away from the seller or does paypal foot the bill?

    Definately get PP for buyer protection. They will work to recover $$ alot faster efficiently than ebay will. Also, paypal recovers the $$ from the seller...if the funds arent available they will cover it and fight with the seller to recover the rest.

    I'm still working with ebay on an item I bought before Christmas. PP has to be better than that, and with ebay you only get up to $175 back and it doesn't include shipping.
