    They monitor public auctions and reported sales and make a determination if the pricing is consistent.

    You're all wrong.
    They use a Coin Price Dartboard™.
    This is a 2'X2' corkboard with a bullseye with some rings around it, and segments in the bullseye and rings with various prices printed.
    When the PCGS Price Guide needs updating, they use labeled darts of the different series by date and mint, and throw them at the dartboard from a distance of 20 feet.
