Registry question

This may have been asked awhile ago, but I don't recall seeing it...
Anyway, for sets that are "Full Steps" or "Full Bands", etc, why are NON-FS/FB coins allowed?
Yes, I know that not every date has a certified example, but that should still be the right way to do it, right?
For instance, looking at the Jefferson series for FS....there are 100% complete sets that do not have 100% FS examples. There is already a "complete" registry for Jeffersons that accept non-FS as well as FS (for extra points) so it isn't like someone couldn't have their set there.
Why call a Registry a FS Registry if it isn't completely FS?

I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment

In the FBL Franklins how many of us can afford the 1953-S in FBL?
