Question about PCGS turnaround time

I received an email from PCGS at about 5PM EST on February 6, 2006 thanking me for my coin grading submission. It was a regular, $30, 15 day turnaround invoice.
I have yet to receive email notice that the grading has been completed.
What would be the latest date until these coins could be graded and fall within the guaranteed turnaround time ( please provide a specific date )?
I understand it is 15 business days, but when does the clock begin and end relative to the initial PCGS acknowledgement email notice and are PCGS designated "Black Out" dates excluded from the count?

The clock begins when they say it does and all blackout dates still apply.
Be patient and just hope you don't get a BB.
