In theory, yes. In practice, well.........
For proof coins from the late 1970's on, it's six of one half dozen of the other. For proof coins from 1950 through 1970, the DCAM designation is more difficult to get at PCGS then the UCAM designation is to get at NGC. Market prices also reflect that reality with PCGS coins bringing substantially more money; in many cases, multiples more.
