Probably opened the roll a while back, found nothing but 60-63 grade quality coins and not trying to benefit from the hype of the $1300 auction. He should have referenced the $1300 auction in his though.
Looks like it was not tampered with before he unrolled it.... are these wrappers easily rolled back into original condition? I think it'd be hard to do, no?

I agree.
It is not hard to get those coins in and out of the roll wrapper. The paper's fragility might be the only thing that is of concern.
By the way, that paper roll design was filed with the US Patent office on August 31, 1922.
