Lincoln Proof Cent Error? What Is This?

not the clearest picture but can anyone explain what that line is off of lincolns head and under the t in trust?

    You didn't mention the date, but I'd guess it's a
    post 1982 Copper-Plated Zinc Planchet............

    Based on the scan, it's probably a small defective
    copper-plating area on the surface, which tends
    to show as either a round, or elongated "bubble"
    on the surface of the coin.

    Very common on BU's, scarcer but not rare on Proofs....
