I have one like that still in the original cellophane from the mint

.............couple years back i sent PCGS 2 1961 proof dimes , toned like that .

I should have submitted them in the cellophane

Might not have mattered. I once submitted a wild toned 1964 proof Kennedy still in the celo. They bodybagged it. Turned right around and submitted it again - this time with no celo - and they graded it.
