They are experiencing some technical difficulties with Ratings
System for some time now. If a seller files a non bidder warning and than escalates it the buyer will get this response if they try to leave feedback:
The seller has escalated a non-paying bidder complaint and you are no longer allowed to rate this seller on this auction.
