I see your point. I believe there was a thread not too long ago where someone thought that PSA may have done away with the PD qualifier. In this case, PSA either missed the boat on this card or they have done away with the PD qualifier.
In any event, here is my take on the PD qualifier - I wish it didn't exist. The "print defect" does not always take away from the card's overall appearance and more often than not, it cannot even be seen or located. I have always felt that the OC and PD qualifiers should be left out. Let the buyer determine if the centering is to their liking, or in the case of this card, if the white spots can be overlooked.
I would not buy this card, as the marks distract from the cards appearance.
edited to add: The only qualifier that is justified to me is MK. I would like to know if there is a mark or writing on the card, but I can see how a card is MC and OC, and would bid accordingly if at all.
