How hard is it to make 1999 Silver State Quarters in PR70?

I have a REALLY NICE 1999 Silver Proof Set (9 coins) and was wondering how hard it is to make a Silver PR70 quarter?
Anyone here ever make one and how many proof sets (coins) did you have to go through and submit before you got a PR70 grade?
Would it better to send it to NGC instead of PCGS, any advice?
Is it worth the submission fees or what?

Do you think the 99 silver proof set (9 coins) will continue to go up in price/value because it took a little dip in price several months ago and now is hovering around the $350 range.
I heard that by the end of the State Quarter series in 2008(9) they may reach $500 a set.
What's everyone's thoughts about the potential for the 99 Silver proof set (9 coins) and it's future potential in the next 2 - 3 years?

As far as SQ proofs go (clad and silver), it's certainly the hottest set...particularly a set of coins without hazing or spotting. I am looking to pick up a set of 1999 silvers in PCGS PR69DCAM next month (please no PM's dealers...except maybe Wondercoin ) AND it's not going to be cheap. Depending on the quality of the coins, it's going to run me anywhere from $375-$425. If your coins are as nice as you say, why not crack them out and submit them to PCGS? They are alot better off in sonically sealed slabs than the measily plastic that the mint uses for their sets!
