When to file with paypal?

I won an auction on Jan 18th and paid on the 19th. The seller stated he sent the cards but I have still not received them. He has not answered my last 2 messages regarding these cards. Is it time to go through paypal?

I would say yes, especially since you are beig ignored. Once he sees his paypal account go negative that should get his attention. File a non received item dispute.

I would say it's time. PayPal used to give you 30 days, now I believe its 45 - but no response at all to your emails is reason to file. You can always drop the claim if the cards arrive, or he contacts you with a resolution.
