It isn't one... just a normal die crack.....

The "smile" crack on the lower reverse is a common type of a crack to see on a Peace dollar. The metal flows outward from the center of the coin. The bottom edge of the bust on the die provides the outward flowing metal with a surface upon which to get lots of leverage against the die. Eventually you get a smile across the bottom of the obverse as it cracks as a result of the metal flow straining the die.
