February's Set Registry Special

Am I correct in stating that the Set Registry special really has nothing to do with the Set Registry? The special is almost identical to last month's special other than the 25 card minimum. But there is no penalty if the card can't or isn't logged in the registry, correct?

I am pretty sure thats what they do. They don't care if the cards are logged, they just want to grade them.
