Funny, I had a similar item with "Belgique" on it (Belgium), and a lion's head, and the date 1949, with a plain reverse and those incuse numerals, plus a hole at the top.
I wonder what these were used for. Whatever the answer is for your item, my "Belgium" piece was almost certainly used for the same thing. I think it's sold now, but if I find it I'll scan it.
