Here is the information I have on the medal, curtesy of eBay's Celluloid:
Brown 3216, Eimer 1727, designed by Elkington & Co., manufactured by Vaughton Ltd., 51mm, struck in bronze and gilt bronze, normal distribution for both types.
The International Exhibition of Navigation and Commerce was proposed by Alderman David Radcliffe and adopted by the Earl of Derby. The sum of 60,000 pounds was raised by subscriptions and the exhibition held on a site granted by the Corporation of Liverpool.
It was opened by the Queen on 11 May at which ceremony she knighted the mayor, Alderman Radcliffe. The exhibition was visited by 2,468,098 people who brought in receipts of 131,032 pounds against an expenditure of 150,167 pounds. It closed on 8 November, 1886. (Brown)
Note that it lost money as did many of the expos and fairs of the time.
