ID huge 19th century? Russian? medal?

Any ideas? Someone on another forum posted this 3" wide, 1/4" thick and 14 oz medal. Any ideas? Is it pre-Soviet Russian?

Although I am not too sure what it could be, I am guessing it is a medal awarded by the Ministry of Agriculture.
Better send it to me so I can have a closer look
