Proof of receipt with a PO Box

Im not sure how to do this because I don't believe you can do delivery confirmation with a PO Box
Does a person sign for the item if insured over a specific amount? Should I send it certified with return receipt?
Please help me with this one...I just dont want to be told the person didnt receive their item.

This service provides the date and time of delivery or attempted delivery and the recipient’s signature. Signature Confirmation must be purchased at the time of mailing. Signature Confirmation is available for Priority Mail , First-Class Mail parcels, and Package Services parcels.
Note: Signature Confirmation service is not available for APO/FPO destinations and U.S. territories and possessions (except Puerto Rico and U.S. Virgin Islands where service is available.
