PCGS did the right thing with this:

I was looking at the 1965-Date Proof Roosevelt dimes and noticed that there were several changes including adding the retired sets to the top as they were 100% when they were active. This was only done to the "All time finest sets" list and PCGS experts comments state when the set was retired. I'm assuming that this will be done to all of the modern sets that keep adding coins every year.
This was done in the Circ set as well and now I have Nick Cascio's #1 finest set to look up too as well as Just Having Fun's set!

Just noticed the change in the registry also. I agree that the change. Since the series isn't capped via a new design, the previous bests lose out as new years pass and their sets have been retired. Showing the set ranking as it was when retired is the right thing to do.
