I just googled "elberfeld", assumed it wasn't Elberfeld, Indiana, and found this site. It was a town in Northrhine-Westphalia, now effectively a suburb of Wuppertal (incorporated 1929). The site says "The lion is the lion of the Counts of Berg, holding the symbol of St. Lawrence, the local patron saint." This other site explains why a grill is the symbol of this particular saint - it's pretty grisly.
