From PSA:
MC (miscut)
Type of qualifier. A card that has little or no border, or even portions of another card. Cards with a factory miscut, such as a diamond cut, or when another card's image is on the original card will be designated MC.

OC can vary based on the grade, the tolerance goes down when the grade
is lowered. In other words a PSA-5 quality card can have alot of off centering before
it gets the oc qualifier, a PSA-9 can only have a little before it gets the qualifier...jay
